But the fundamental reason why Emperor Kanmu gave up Nagaoka Kyo was the silt in Nambazu, which led to the original plan to use the "Nanbazu-Yamato-Suzuka Pass" to control the West and the East to become increasingly difficult. The new political and economic channel of "Okigawa-Biwa-Orie" began to rise, so Emperor Kanmu set his sights on Katsuno and Atago counties in Yamabe Country, because this place happened to be at the node of the new channel. With the strong help of the Qin clan of the naturalized tribe of the two counties and the descendants of the Baekje royal family, Emperor Kanmu made great contributions to the creation of Xinjing. In the 13th year of Yanli (794), Emperor Kanmu moved the capital to Xinjing and announced to the world:
"This country has mountains and rivers that are surrounded by mountains and rivers, and naturally make a city. If you win, you can make a new name. It is advisable to change the country behind the mountain to a mountain city. The people who come to me praise the romance and say the same words, and call it Ping'anjing."
The regulations of Ping'an Jing are naturally imitated by Chang'an City, which is also a Zhuque Avenue running through the north and south. At the end is the so-called Da Neili Palace City, and the two sides are divided into Zuojing and Youjing. The Taiji Hall is also present in Da Neili, and the Zichen Hall is behind it.
