5. The army must return to business

It is normal for everyone to react like this, because official fields, public fields and vocational fields have always been "welfares" that are equal to salary, money and status in the eyes of officials. If they are all granted to the people as eternal fields, then the officials will be panicked.

But Gao Yue doesn't think so.

The so-called official fields are the land belonging to the government, including post fields, pavilions, banquet fields, etc.

The government fields are divided into "Beijing Company's Gongyuan Field" and "Waisi Company's Gongyuan Field". The court allocated land for all lawsuits in Taiwan Province, which is the government fields. For example, the Sinong Temple has 26 hectares of land, the Dali Temple has 12 hectares of land, the Guanglu Temple, the Taipu Temple and the Secretariat have nine hectares of land, all of which belong to the Beijing Department. The entire Beijing Department has a total of 552 hectares of land. Of course, there are also government fields in the local area, namely "Waisi Company's Gongyuan Field", which differs from the 40 hectares standard of the Grand Governor's Office to the six hectares of the Xia County.

The field of vocation is the most special. It is actually part of the official position. According to the different grades of officials, the food produced is of course part (not all) of which belongs to all officials.

All of these three types of land use the tenancy system without exception. Sometimes the government also possesses the corvee service used by the people to cultivate them. With the development of the times, as Liu Deshi reported, all three types of land are not well managed, tenants escape, abandon the land, and the output is pitifully low.

So Gao Yue simply told everyone that it is better to follow the trend than to be strong and rebellious:

"The Xingyuan Prefecture Prefecture has all the public land, official land, post land and vocational land to the people for eternal business. Then, these fields are registered in the book and paid taxes according to the regular tax regulations. Each acre of land is added with seven coupons of tax rice and one cent of tax grass."

In other words, all the public fields are given to the people as industries, so the people will naturally do their best to deal with their own industries. Then they will tax these public fields according to the metric system, but seven coupons of corn (one stone is ten bulls, one bull is ten liters, one liter is ten coupons), and one cent of tax grass per mu. This will ensure the output of public fields while also obtaining income stably.

Gao Yue completely threw away the burden of Gongtian, but he "returned to Yi" and "returned to Shang" even tighter. At this moment, he directly said to Liu Deshi, "In the past two years, the rent obtained in Xingyuan Prefecture's Shangshi, except for the money, is about tens of thousands of guan?"

Liu Deshi replied yes.

"Then use this money to build a transfer hall, residence, business shop, building shop, and store along the south wall of Xingyuan Prefecture City, and expand the return business of our Xingyuan Prefecture to various roads, and return to the Yi."

Hearing this, the county magistrates were even more shocked than before, but Gao Yue's words were even more shocking: "Brother Wei Ping, you will then select the commanders, squadrons, and Guo Zaizhen, the Marquis of Zhongyu, among the Baicao Army and Huaixi New Camp, and give them the newly added residences to their control. The good goods obtained from Xingyuan Prefecture or other places will be handed over to other roads for sale, and the benefits of helping the army will be profitable."

What Gao Yue said was "returning to the business", that is, the governor directly asked his soldiers to go out for business.

"Huiyi" is actually in Gao Yue's words. The Jiedushi built a residence for merchants to stock up on goods. The fee was collected from it, which was "Huiyi".

When Gao Yue was in Bailicheng, he still kept hiding his deceaseds and covered his "commercial" vests outside, but now he is not shy about it.

Even Liu Deshi advised: "Shaoyin, in the fifth year of Dali, Emperor Xianruiwen Shengwu (Daizong) had asked in the scriptures that the officials would send a letter to Yi, and everything would be stopped. In the 12th year of Dali, when the Holy Lord had just fulfilled his throne, he issued an edict to ban the deeds of various towns in Chen Shaoyou, Yangzhou. The second generation of emperors' holy intentions were clear, but the army was not allowed to return to Yi, so they would go back to Shang!"

Gao Yue smiled, Xiao Fangzhai brother didn't know the truth of "one time and another time": "Gu Xiu, who was in the same slum in the Huainan shogunate, had told me that Chen Shaoyou quietly added and repaired Dongguan Street, Yangzhou two years after the construction period. The number of residences was twice as high as before the ban was destroyed. In such a great situation, how could I be content with Xingyuan Mansion? You think this Yin took great pains to destroy the waterlogged with orange cushions. What is the purpose of purifying the Ertan? It is to sell the good things in Xingyuan Mansion to enrich the people and support the army, stabilize the situation, and have elite military weapons, so that we can defend the territory and expand the territory for the Holy Lord, right?"

These words made Liu Deshi and others speechless.

In this way, the first "county magistrate collective meeting" of Xingyuan Prefecture came to a successful conclusion at Huguo Temple, and the meeting achieved two small goals:

The public fields of various departments and counties in Xingyuan Prefecture are granted to the people for farming for free, and are recorded as the eternal industry of the people, and they pay two taxes and buckets of rice every year according to regulations;

The Xingyuan Prefecture army must do business.

After dinner, everyone simply stayed in the temple for one night. They were surrounded by stars hanging all over the sky, cool breeze blowing from the mountains, swaying palm-leaf fans, lying on the rope bed, and talking about their ambitions and ideals, either the court and the country, or the Buddhist scriptures changed.

Among them, except for Liu Deshi and Mingxuan who are older, the rest, including Gao Yue, are actually very young heroes.

When Gao Yueneng was thirty-two years old, he became the youngest general of Xingyuan and the head of the Taiwan Provincial Department of the Procuratorate. This was a superhuman achievement.

Therefore, Wei Zhiyi, who is the best eloquent, admired him very much and was ambitious, saying that he would achieve the same achievements as Gao Shaoyin after he was thirty.

Everyone laughed and laughed...

The next day, Gao Yue, who came back from Huguo Temple and was in the yamen to make up for business, was found by the Chief Wei Ping. Then the two walked to the Dongxuan of the mansion, where Wei Ping whispered to Gao Yue that Wei Gao from Fengzhou had sent news - the Central Envoy Huo Zhongtang, sent by His Majesty, was coming to Xingyuan Prefecture along the Lueyang of Xingzhou.

Gao Yue nodded, "After leaving the capital, Qilang sent me messages at the inn."

Then Gao Yue asked Wei Ping and made a gesture, "How much has Chengwu given Huo Qilang this time?"

Wei Ping coughed twice, looked around, then raised his two fingers, "Twenty thousand guan, Cheng Wu also told Huo Zhongtang that his offering will increase to 25,000 guan next year."

Frightened! Wei Gao, this guy, has only Fengzhou and Xingzhou. His economy is poorer than himself. He even gave the emperor a 20,000 yuan tribute without blinking. Huo Zhongtang came all the way to "support" Li Shi, who was responsible for "success", that is, he asked local officials and officials to pay extra tribute to the local officials, and all the money given by the local officials must be included in Li Shi's private warehouse. Those who promised to pay on time every year were "contributing".

Wei Gao, Wei Gao, you are really good at doing things.

Wei Ping also told Gao Yue that after Wei Gao was promoted to the throne, Huo Zhongtang was particularly satisfied, so Wei Gao was also very direct and told Huo Zhongtang that "as long as the Holy Lord can Gao stay in Huainan, he can earn 300,000 guan a year for the throne."

"Tsk." Gao Yue twisted his fingers and touched his mustache.

He asked Wei Ping again, where are Jingyuan and Feng Xiang?

The answer I got was that Liu Haibin from Jingyuan gave 10,000 guan, and Duan Xiushi from Fengxiang also gave 20,000 guan. As for the surrounding Binning, Weibei, and Shuofang, they all offered 30,000 guan, and his father-in-law Cui Ning even gave 30,000 guan.
