3. Three subjects in one

In theory, why hasn’t the Jinshi exam been conducted in the Tang Dynasty been held since last winter and ended in the spring of the following year?

The reason is very simple. Gao Yue, as the Minister of Personnel, led his troops to fight last winter. The election was entrusted to the doctor and Yuanwailang. The emperor didn't know how long it would take to fight in Huating, so he simply said that the Jinshi examination would be postponed and the imperial examination would be presided over after Gao Lilang returned to the court. After the Jinshi examination was passed, he had to pass the imperial examination of the Ministry of Personnel to be born.

The emperor said he would wait for the senior year, and the ministers didn't have any objections, so the spring examination was put on hold.

Now, while presiding over the Northwest Yingtian, Gao Yue returned to the court to join the court. Although the above statement was to resign as the Minister of the Ministry of Personnel, he also suggested to the emperor: "From now on, it is better to merge the three subjects of the Jinshi, Mingjing and Jingshi to facilitate the choice of talents."

The emperor was a little surprised, which means that the exam was about posting scriptures, and the Jinshi had to add strategies and questions and essays. The subjects were divided into multiple subjects according to current affairs. The three were not connected, so how to merge them?

Gao Yue smiled and said, "This is better. The candidates of the Ming Jing and Jinshi are unified under the leadership of the Ministry of Rites. The original posting of the Ming Jing subjects will be abolished, and the two categories of moxibustion and current affairs are unified. Poetry and essays are used as additional subjects.

The meaning of this sentence is that the content of the Ming Jing exam is obviously not in line with the expectations of the world. The so-called posting of scriptures means reciting various scriptures and then filling in dictation. In the end, it is just a "wall puppet" and knows most of the essence of the scriptures, so Gao Yue advocates canceling posting of scriptures.

As for Mo Ce, the questions are drawn based on the scriptures, and the candidates write "reading comprehension" in words; current affairs are to set questions based on current affairs, and the candidates use words to "question".

As the additional test content, Gao Yue also chose not to do the additional test content in order to take care of those scholars who were skilled in the classics but were not familiar with the rhyme of poetry.

Later, Gao Yue suggested that as long as the results of Mo Ce, Current Affairs and Poetry, and Miscellaneous Essays were combined, they would be a Jinshi through the requirements of the Ministry of Rites, but they were divided into five levels, namely the "five Ages". The first two Ages were personally presided over by the emperor, and they would have seven major subjects: the erudition and knowledge of the genre, the erudition of the ceremonies, the wise and well-educated ceremonies, the wise and well-educated ceremonies, the excellent degree of calligraphy, the detailed and clear-minded ceremonies, the military plan, the magnificent ceremonies, and the Ming and Literature are good at calculations.

If you are a erudite student, you can directly be appointed as a proofreader in each government office without waiting for election;

Botong Tomb Dianshi also directly teaches positions in chemistry and politics;

If you have a special degree of calligraphy and a detailed degree of official science, you can directly be granted the county magistrates from all regions (yes, except for Chi County and Ji County, you can directly be granted the county magistrate's position);

If the military plan is Hongdako, it can be directly granted the position of border general;

If you are virtuous and honest, you can directly be appointed as a post in the Censor's polite position;

Minglu is good at calculating subjects, and is a subject with "exclusive strengths". He can be directly assigned to the position of county lieutenant in each county.

As for the Jinshi in the last three grades, they still need to be selected, but they can participate in the "Pingzong Entry" of the Ministry of Personnel (now this subject is only the subject of the Ministry of Personnel, and the erudition of the Boxue and the Book of the Emperor were accepted by the emperor). Those who pass can also be awarded the official position.

Obviously, Gao Yue’s proposal for such reform is focused on expanding the qualified grassroots group in the national bureaucracy. To put it bluntly, it is the county magistrate level.

In the official house of Xingyuan Prefecture, Yunhe once told him that now, talented people in the entire country want to stay in the capital or the capital, and they are unwilling to go there a little further. The county magistrates in many counties are acted as clerks, and they are capable of collecting taxes and exposing the people all day long. In remote areas, there are even a large number of lacking members. Let the educated and well-versed monks become "Hao Baili". Of course, it is much better than this group of people (of course, if you say that they are all qualified, the society is far from meeting this standard now). And some county magistrates are selected through the emperor's system. These people will be disciples of the emperor in the future. In the future, the reserve level of the middle and high-level bureaucratic team will not be disconnected from the country in terms of talents, which will be more conducive to the emperor's direct control of the bureaucracy.

Gao Yue also advocated the restoration of the "selective examination" at the prefectures and prefectures. Excellent people can not only directly participate in the Ministry of Rites as "town tribute", but also be recommended to the Imperial College for further studies. After completing further studies, they can directly cancel the three-year election period as an official (similar to the current college study period) - Gao Yue also wanted to use this to restore the prestige of local academic administration and the highest academic institution of Imperial College. After all, he was a student of the Imperial College.

In terms of admission amount, this year's examination, the five A-level students were combined, and Gao Yue asked Your Majesty to expand to 300. In the past, the most difficult Jinshi in the Tang Dynasty was the Jinshi, and there were only 20 to 30 to pass the exam every year. Although it was said that it was easy to pass the exam, there were only 130 to 40 to pass the exam every year. Whether it was Jinshi or Mingshi, the standard was "not to be insignificant than to be indiscriminate."

So the emperor was a little worried, saying that the admission quota that had suddenly expanded to 300 will be flooded and will a large number of mediocre talents be involved?

Gao Yue smiled and said, the ancients said that there must be loyalty and trust within ten rooms. As long as Your Majesty can carefully choose, with the vastness of our Tang world, more than 1,500 counties, which county does not need excellent officials? Which county cannot produce an excellent candidate for an excellent official? Three hundred is a little less, and more than a thousand will be too rampant. After a few years, Your Majesty can be designated as more than 500, which is the most appropriate.

From then on, the highest commander, Jiedu, the governor, the observer, and the Dayin, were responsible for the prime minister's local military and political affairs and served His Majesty; the governor at the provincial level only needed supervision and tax collection; and what should be paid attention to was the county magistrates of more than 1,500 counties, because they were the people who truly govern the people!

"I would like to listen to my views in my senior year of high school." The emperor said.

Gao Yue asked the emperor to finalize the responsibilities of the county magistrate in the form of a formal order. In general, there are seven points: guarding the land and preventing theft (the slayers in Santun can be dispatched by the county magistrate), operating military farms (the county magistrate also serves as the county magistrate's envoy of military farming), ruling lawsuits, managing granaries, supervising academic affairs, collecting rents and taxes and implementing court policies, and the county magistrate's assessment is also determined by these seven points.

"Your Majesty, I have received the grace of the holy people in the past, so I asked my ministers to personally select the county magistrates of Xingyuan Prefecture. How have the political achievements of Xingyuan Prefecture over the past few years? Your Majesty should understand it."

Of course, Gao Yue was confident when he said this. Dingkou, which was originally nearly 40,000 households in Xingyuan Prefecture, has grown to nearly 80,000 households in just two or three years. In addition to the family members of the Dingwu Army, the main reason is that Gao Yue attaches great importance to "county magistrate gatherings", allowing the county magistrate to balance taxes, support poor households, lay off wealthy households, build local projects, attract refugees and mountain sheds, so the hidden Dingkou suddenly emerged, and the assessments of the counties in Xingyuan Prefecture are also top-notch every year.

Finally, before the powerful persuasion, the emperor nodded and agreed to Gao Yue's suggestion, saying that this year I personally presided over the system, and the Jinshi who obtained outstanding calligraphy and judging and detailed official disciplines were sent to various places for the shortage of county magistrates, and there was no need to start from the ninth rank.

After Gao Yue withdrew from Yanying Palace, the entire capital soon caused a sensation.

Soon a young Dr. Taichang impeached him.

This doctor Taichang is named Li Jifu.
