Herbert Clark Hoover published an autobiography in 1924 called "Years of Adventure", 1874-1920".

First of all, he had a certain sense of awe for the land of Cyris and the people above him.

The governor subcontracted the responsibility to the next level of local docks, and they subcontracted it to smaller local governments in turn. When each level of officials pays taxes, they generate a large amount of tax balance. Usually, these excess taxes will be collected by the private sector, that is, embezzling public funds... Even the Chinese army is managed on the basis of subcontracting."
Taking the Kuomintang and the Communist Party as an example, before "annihilation of 100 million enemies, tigers occupies treasure island." The harvest was still based on landlords, and wars were heads. The other side had already allowed their economy to penetrate the grassroots of the rural areas during the War of Resistance. In military terms, they "built branches in the company" as early as the Sanwan adaptation period.

Management first and democracy. A hundred years later, there are still so many people who don’t understand such a simple truth.
Fortunately, Hoover's concerns did not happen in Cyris, but were fully reflected in our next neighbors.
At the end of the sixth chapter of the memoir, "The Career of Engineers in China", he warned, "But what I said is not to slander this great nation, but to provide a warning to the Westerners that China will not be Westernized."
