6 For submarines, without violating the 35:100 provision, the tonnage of submarines that the German government can build can be equal to the total tonnage of all submarines in the Commonwealth countries. The German government guarantees that unless the situation mentioned below occurs, the tonnage of submarines held by Germany on weekdays shall not exceed 45% of the total tonnage of the Commonwealth submarines, unless there is a serious impact on Germany's national security. In such a situation, German submarines will exceed 45%. 7 Since it is impossible to accurately divide and calculate ships of all levels within the 35% tonnage range of the Royal Navy, and to calculate the total tonnage of their ships at 35% of the Royal Navy's total tonnage, roughly plan the number of ships of their levels, and adjust the tonnage of ships of all levels until the limit of 35%. The German government and His Majesty the British Government will jointly discuss what level of ships need to be adjusted, provided that such adjustments will not cause substantial or permanent damage to the 35:100 principle.
