776 Environmental protection cause

According to national regulations, government ministerial cadres, such as Huang Zhenghui, have an office area of ​​less than 54 square meters. In fact, his office area is claimed to be 52 square meters, but the real area is about 60 square meters, which is extremely awesome.

If he knew that Zhang Yifu's office had an area of ​​200 square meters, he would definitely be anxious, but he had no temper.

However, it is not a large empty room of 200 square meters. It brings a resounding sound to say anything, and it is space. His office is actually divided into three parts, the regular office is about 50 square meters. The basic desk, bookcase, floor-to-ceiling window, sofa and beverage cabinet, etc. There is a door on the east side. When entering, it is a small conference room with a capacity of 20 people. With projection, telephone and video conference conditions, this conference room can also come directly from the corridor. The other senior executive rooms also have corresponding dormitories, but there is no such conference room.

In this environment, the environmental protection department has always been a cold yamen. It was suddenly pulled to the front row of the conference table and became an important figure. The authoritative body on national economy and people's livelihood issues, the predecessor of the Development and Reform Commission, and the "National Development and Planning Commission", is undoubtedly closely linked to the environmental department and discusses the formulation of governance measures.

Just like family planning, power is unquestionable when it comes to planning.

This is internal and external factors.

International organizations such as the World Energy Commission (WEC), the United Nations Commission for Environment and Development (Unced) are very keen on environmental issues. This is no longer a problem in developed countries, and their focus is gradually towards developing countries. The contradiction between economic development and the environment continues. Developed countries do not want your economy to develop too quickly, nor do they want you to affect the environment on the earth. They always have to try every means to stop these two things.

Some developing countries are in the stage of being afraid of heaven and earth, and not afraid of wearing shoes barefoot, so they can naturally sneer at everything and disobey it. However, China is committed to long-term sustainable development rather than being an international terrorist, and is increasingly internationalized in foreign trade, currency, finance, etc., and it is impossible to ignore everything like this.

Environmental problems have naturally become a means for developed countries to check and balance China. "Environment" and "human rights" have become two sharp blades. If you are idle, you will scratch you a little while you are doing something. While you are doing bad things, you will also force you to make some kind of compromise. Otherwise, in the international community, in trade in various industries, you will be disgusted.

China's status in the United Nations cannot be overdoing it.

With the signing of the Convention, environmental and emission issues are becoming increasingly acute. The upper class is very clear that the latest and most ruthless agreement is imminent, and China has no choice. From the trend point of view, the new generation, leapfrog emission standards are inevitable. Maybe half a year, maybe a year, maybe two years, in short, it is impossible to survive two years.

After internal and external troubles, seeking truth from facts is also a blessing for descendants. Even if we are never satisfied with economic development, our lungs will hurt.

Usually, the formulation of emission standards is carried out by the Environmental Protection Bureau and the Technical Supervision Bureau, but this time it involves the political task of bidding for the Olympic Games again. The most powerful department, the Planning Commission, is also involved, and is responsible for promoting this matter as soon as possible.

Most of the leading cadres in the Planning Commission have theoretical backgrounds and are good at researching and exploring major issues and major directions. It is impossible to be proficient in every industry. The same is true for environmental protection departments. At this stage, they are better at absorbing foreign environmental protection experience, and even in controlling parameters.

Research and discussion actually began in 1994.

When the first set of pollution control plans for the coal-fired power industry was placed on Huang Zhenghui's desk, he was directly scared.

The pollutant emission standard for coal-fired thermal power plants is gb132-19xx, followed by the issuance of the year number. Previously, the power system followed the 1991 standard, which was already the new standard in the 1990s. The standard provisions are not dead, and it does not mean that the smoke and dust emission concentration of each power plant must be the same fixed value. Instead, it must be based on the power plant boiler capacity, layout, coal type, wind speed, geography, chimney height and other factors, through a series of complex mathematical formulas, the final calculation of a number, and many variables in the formula need to be placed on a power plant.

This is a complex process. Let’s simplify it. Take Unit No. 1 of Jibei Power Plant as an example and simplify it. Only look at the sulfur dioxide emission concentration. According to the 1991 standard, the sulfur dioxide emission concentration limit is about 4,000 mg, which is about 4 grams per cubic meter.

The standard before Huang Zhenghui at that time was that according to the different sulfur group fractions, the concentration must be controlled at 1200-2100mg. There are no longer so many complex calculation formulas. The whole country has one-size-fits-all, and the whole country has to do this.

You should know that the smoke and dust emissions in the North Jilin Power Plant have been done well. Looking across the country, there are many people above 5,000 mg, and some of them occasionally exceed 10,000. However, according to the latest standards, they must be between 1,200 and 2,100 mg. This is simply ridiculous in Huang Zhenghui's eyes. Even if it is done, it cannot be done so quickly, at least three to five years.

Don’t have the 1996 standard, just 2000 standard?

Therefore, when this standard was still a draft, it was firmly opposed by the Ministry of Electricity.

In the second half of 1995, almost all of them were in dispute. Later, the process changed again, and it became "proposed" by the Environmental Protection Bureau, "drafted" by the Ministry of Electricity, and then the Supervision Bureau and the Environmental Protection Bureau jointly "released".

If Zhang Yifu was still in the Ministry of Electric Power, he would inevitably join the ranks of disputes. But at that time he was busy with other things, and had no time to take care of them, and could not witness how many bigwigs and technical experts were fighting against each other. Any number of this new standard must have gone through protracted debates and trade-offs.

In the end, a set of standards that are barely acceptable in all aspects were introduced.

This standard is not a one-size-fits-all approach, but is divided into three periods of time based on the years of the power plant.

1 Time period: New, expanded or renovated thermal power plants that have been completed and put into production before August 1, 1992 or have been approved for preliminary design.

2 hours: from August 1, 1992 to December 31, 1996

3 Time period: January 1, 1997.

For the 3-period period, the standard of 1200-2100 must be adopted. The previous smoke and dust and various pollutant restrictions are slightly loose.

To sum up, power plants five years ago were almost the old standards; power plants in the past five years were more stringent; new standards must be used for new construction and expansion reconstruction.

The Ministry of Environmental Protection certainly hopes that the whole country will limit emissions, but the objective conditions are here. Faced with the initial draft standard, the Ministry of Electricity directly sent a bill and roughly calculated the cost of a major smoke exhaust transformation nationwide and in accordance with the new standards. Even if the national leaders saw this number, they would be in a cold sweat. This has not yet mentioned the impact of shutdown and transformation on power supply.
