Chapter Basic Consent

Two days after the Leichi was resting in the Leichi, the fleet set off again. The weather was not good, and after passing Jiangzhou, it was raining and rainy. At night, fog appeared on the river. The fleet could only walk slowly half a sail, delaying its journey. For Zhao Bing, it was difficult to go to the deck to see the scenery, but he also had more time to talk to Wang Yinglin and talk about scriptures and theories, and his days were not lonely.

Today, Zhao Bing summoned the two of them to the study to talk. The charcoal fire in the green mud stove was red, the water in the red sand pot was boiling like a drum, spewing hot steam, and the tea fragrance in the cup was refreshing. There were a stack of papers and a few small snacks on the tables, and of course, the dried fish that His Majesty loved the most were indispensable. The three of them sat around and listened to the sound of wind and rain outside the cabin, and had a great chat.

"Is the wife still adapting to the boat on the river for several days?" Zhao Bing asked Xie Fangde. Because there is a difference between men and women, and on the imperial boat, the female family members dare not walk around at will and can only stay in the cabin every day. This is a very painful thing.

"Thank you Your Majesty for your concern!" Xie Fangde bowed and thanked the aisle, "The imperial boat is much more comfortable than the official boats and passenger boats on the river. Your Majesty has more care. Everything is safe, and I feel deeply holy."

"That's good!" Zhao Bing nodded, "It's winter now, the sun is getting colder, the water is very wet, and the air in the cabin is dirty. On sunny days, you still have to leave the cabin for breath and bask in the sun. I have asked Wang De to empti the rear cabin deck, so that no idle people are allowed to enter and exit casually. Mrs. Zun can go out of the cabin."

"Thank you, Your Majesty. I have to worry about your family affairs, I am really sorry!" Xie Fangde was actually worried about this matter. His wife is old and can still endure loneliness and rest in the cabin. However, the young children and grandchildren were forbidden in the cabin every day, but they were lonely. But this is the imperial boat that the priest rode. It is already a grace to be able to carry them. If you walk around casually, it would be a great sin. Moreover, the imperial boat was very cautious and accidentally entered the forbidden area. He did not expect that the little emperor was so careful that he even considered such subtle things for himself.

"As the saying goes, a country and a country are the world. Only with a family can one have a country. Only with a good family can one have a country and a peace and stability in the country. Mr. Dieshan's backyard is stable, and he can contribute better to the country!" Zhao Bing said with a smile.

"Your Majesty also needs to take care of the dragon body. The revival of our dynasty is all about Your Majesty, so there must be no damage at all!" Xie Fangde said sincerely.

"If the words are heavy, without me, the sun will still rise and set, and will not change as a result. As long as the system is guaranteed and the laws and regulations are complied with, the Song Dynasty will also develop."

"Your Majesty, what you said is very true, but the Song Dynasty still cannot be separated from the emperor!" Wang Yinglin could hear what the emperor said was that His Majesty wanted to ensure the implementation and continuation of relevant policies by establishing his perfect political system, and thus maintain the Song Dynasty forever.

"Your Majesty has read the idea of the imperial structure and Wang Xiangye. He believes that the change of power and organizational reset of the Secretariat of the Secretariat is feasible. He agrees with the strengthening of the power and status of the Censorate. He also believes that the three high-ranking officials have taken turns to take charge of the Political Affairs Hall. He just doesn't know how Your Majesty will place the Nine Temples!" Xie Fangde returned to the preaching.

"As for the Nine Temples, I think it is necessary to keep it, but we must make corresponding adjustments to adapt to the situation." Zhao Bing said. These two people are not easy-to-efficient. This time they have strengthened the weight of the Secretariat and their powers have increased compared to before. Of course they are satisfied. However, this statement only represents them personally at the moment. As for others, they have no opinions, and they still have to discuss it.

Now the institutions of the three provinces have basically been determined, and the temples among the "Nine Temples" they mentioned are of course not monk temples. What kind of institutions is the "Shi"? It was first pointed out in the Book of Han that all the palaces are called temples. The meaning of the government is in the earliest Chinese language. In a broad sense, the government offices and government offices set up by the court are called temples, which is equivalent to state institutions.

During the Qin and Han dynasties, the court implemented the system of three dukes and nine ministers, among which the official offices of the three dukes were called the palace, and the official offices of the nine ministers were called temples, so they were called "three palaces and nine temples". The three governments grasped major policies, and the nine temples were in charge of specific affairs, and the level was equivalent to that of today's state ministries and commissions. In some cases, the palace and temple can also be called together, such as the Censor's Office in the Han Dynasty, also known as the Censor's Temple.

The structure of the Three Dukes and Nine Lords was the dynasty with the most temples in the Tang Dynasty. There were nine temples, namely Dali Temple, Taichang Temple, Guanglu Temple, Weiwei Temple, Zongzheng Temple, Taipu Temple, Honglu Temple, Sinong Temple, and Taifu Temple. These nine temples are lower than six ministries and are responsible for specific national affairs. The Song Dynasty continued the positions of the nine temples in the Tang Dynasty, but the powers of each temple were adjusted accordingly, and their status was equivalent to that of the ministries, and they were also permanent institutions of the country.

First of all, the Dali Temple mentioned above. During the Shang and Zhou dynasties, the central judicial officer was named Dali, that is, "the official who sorts out the law". This "Dali" is not the "Dali" in Dali Autonomous Prefecture, Yunnan. By the Qin and Han Dynasties, Dali was renamed Tingwei among the "Nine Ministers". The function of Tingwei was to take charge of the world's criminal and imprisonment affairs, and Tingwei's office was also called Tingwei Office.

In film and television dramas, although Taichang Temple is not as good as Dali Temple, it was no less important in ancient times than Dali Temple. In ancient Chinese society, regular worship of ancestors was a national event. At the same time, the rituals, music and education of the dynasty further demonstrated the authority of the regime. Taichang Temple is the highest mechanism for rituals, music, worshiping ancestors and comforting the sky. After the Han Dynasty respected Confucianism, the status of Taichang Temple was stabilized.

The word "Honglu" was interpreted by Ying Shao, a scholar of the Eastern Han Dynasty, as "Honglu", is the sound; Lulu, is the transmission, so it is called Honglu". In other words, "Honglu" represents the transmission of information, and refers to foreign exchanges. Ancient Chinese dynasties attached great importance to tribute to various countries, and often gave national envoys to tribute to marquis to rewards and gifts, and invited envoys to eat and stay. This required a special institution for receiving foreign envoys, which was the Honglu Temple.

The functions of Guanglu Temple partially overlap with Taichang Temple, and are responsible for royal sacrifices and court meetings. However, the development process of Guanglu Temple is similar to that of Dali Temple. It was not until the Northern Qi Dynasty that the official Guanglu Temple was set up, ranking one of the "Nine Ministers". Simply put, we can understand Guanglu Temple as an exclusive logistics agency for the royal family. Whenever the emperor wants to hold a large-scale court meeting, Guanglu Temple is responsible for preparing banquets and venues, and Taichang Temple prepares rituals and music, and together make the court meeting lively.

Taichang Temple manages rituals and music, Guanglu Temple manages food, and Taipu Temple manages horse politics, and is responsible for the reserve of ancient strategic materials and horses and the transportation of royal members. During the Qin and Han dynasties, due to the significant increase in cavalry combat demand and the increasing demand for transportation, the imperial court set up Taipu Qing, responsible for the national horse raising industry and the royal carriage and carriage driving.

The establishment of Taipu Temple not only facilitated royal travel, but also played a huge role in the development of the country's horse breeding industry. The Taipu Temple system has been adopted throughout the dynasties and has been continuously improved, which is reflected in the increasing number of government offices managed, and the resources that can be recruited by Taipu Temple are becoming more and more extensive. If Dali Temple provides important assistance to safeguard the national security, then Taipu Temple has made great contributions to the country's national defense and transportation.

The other four temples in the "Nine Temples of the Tang Dynasty" were Zongzhengsi, Sinong Temple, Taifu Temple and Weiwei Temple, which had great changes. Some were incorporated into other ministries and provinces, while others were abolished or rebuilt. In Qiongzhou, in order to improve administrative efficiency, Zhao Bing implemented a system of unity between the three provinces, and the Taipu Temple was incorporated into the Ministry of War, the Sinong Temple was merged into the Ministry of Revenue, Honglu Temple and Taichang Temple were merged into the Ministry of Rites. Zongzheng Temple was changed to Zongzhengsi and was managed by the inner court, and the functions of Weiwei Temple were replaced by the Guardian Brigade. The rest of them did not have any officials to manage for the time being.

In fact, in addition to the Nine Temples, there are also supervision and hospital settings. For example, the Imperial College, the highest institution in the ancient education system; the Sitian Supervisor, which is in charge of calendar and astronomy; the military Supervisor, which is in charge of weapons manufacturing and research and development; the palace buildings, the production of gold, jade, pearls, green, rhinoceros treasure vessels, embroidery of yarns and grosgrain, and the generals who are in charge of various special tools; the water supervisors in charge of boats and ships and water transportation affairs, Sichuan, foot beams, boats, rivers and canals, and the Imperial Hospital of medicine and health, etc.

The so-called existence means reasonableness, supervision, temple and other institutions are intended to assist the three provinces and six ministries to better handle matters. The six ministries of officials, households, military, military, criminal and engineering, and the three provinces can only handle internal affairs, central government and some urgent matters, and they can only handle them roughly, while some unurgent and some things that need to be handled in detail are governed by temple supervision. There are even some official offices in the nine temples, which are gradually affiliated with the six ministries and become part of the six ministries.

Secondly, the ancient idea of decentralization and checks and balances flourished, and the idea of the three provinces and six ministries also reflected the consciousness of decentralization. The temple supervision also divided the power of the three provinces and six ministries to a certain extent, strengthened centralization, and consolidated feudal rule. Moreover, the temple supervision and temples were all relatively professional departments. In order to better serve and handle related government affairs, they were summarized into separate institutions.

At present, the supervisory and other institutions were also demolished by Zhao Bing. The Sitianjian and the Imperial College were under the management of the Ministry of Rites. The Imperial Hospital was basically directly led by Zhao Bing, and others could not get involved. The Dushui Supervisor was changed to the Dushui Supervisor and was under the jurisdiction of the Ministry of Works. The Dushui Army was also under the supervision of the Ministry of War. Although the generals and military weapons supervisors were under the name of the Ministry of Works, they were actually managed by the inner court and were directly responsible to the emperor.

It is precisely because these prisons, temples and courts undertake certain administrative functions of the state and can even replace the six ministries when necessary. So Zhao Bing knew that the two were worried that they would transfer these prisons, temples and courts into the inner court to enhance the imperial power. And they also knew that some things they did not do, and the emperor could let the inner court institutions take over, skip the imperial supervision, and lose control.
