The result of the multi-party game is to use member companies of the Digital Mobile Technology Promotion Association as one of the thresholds for approval. The Digital Mobile Technology Promotion Association relaxes the registration of member companies, and there are geographical restrictions on investment places.

The Digital Mobile Phone Promotion Association also has requirements for member applications. This year, companies that are not members of the Digital Mobile Phone Promotion Association basically have no hope of participating in the final review of mobile phone licenses. This year, companies that obtain mobile phone licenses have invested in and built production bases in Jianye or Haizhou, or only invested in R&D centers to establish. This is also to ensure the local interests of Jianye and Haizhou. From a realistic perspective, it will not strictly require that every domestic mobile phone company build production bases and R&D bases be built in Jianye or Haizhou.

It is also a strategy that Kumho only seeks influence, penetration, and not control, which has made the semi-official nature of the Digital Mobile Technology Promotion Association officially recognized by the Ministry of Information and Industry.

The approval speed is very fast. In late March, the second list of selected enterprises was announced, with eleven companies in total. Kewang Hi-Tech, which already has actual production experience, technical research and development foundation, registered capital of 200 million yuan, and is a member of the Digital Mobile Phone Technology Promotion Association, is of course among them. On March 26, it officially received a joint approval from the Planning and Development Commission and the Ministry of Information and Industry. Lenovo, Changhong, Haier and other well-known domestic electronics and home appliance companies are also listed among them, just as Zhang Ke expected. In addition to Kewang Hi-Tech, the other ten companies are subordinate or local state-owned enterprises.

Unlike the other ten companies that have obtained mobile phone licenses, Kewang Hi-Tech actually has a mobile phone production base, R&D center, and sales network. In fact, Kewang Hi-Tech also actually owns mobile phone products.

From the second half of 1997 to March 1999, Kewang Hi-Tech produced a total of four mobile phones for Lianxin O-list. Although they signed a supplementary agreement with Lianxin before these four mobile phones were naturally eliminated from the market, Kewang Hi-Tech was still produced and sold by Kewang Hi-Tech, the day after receiving the approval, Kewang Hi-Tech invested their two mobile phones in the nearest East China market - just taking out the two most successful ones of the four private phones and making some improvements. Although Lianxin had opinions, it could not raise them.

The other ten companies that obtained mobile phone licenses may establish spare parts production bases or R&D centers in Jianye and Haizhou. Due to the restrictions on the behavior of OEM by Jinhu, Lianxin, Lianxun, and Dongxing, these ten companies do not have the experience of OEM production mobile phones. After obtaining the approval document, the most important thing is to build the production base first.

Thanks to Kumho's efforts, Jianye has actually become the center of domestic digital mobile phone technology research and development. Haizhou is currently the largest industrial base for digital mobile phones in China. In 1998, more than 60% of domestic mobile phones flowed from Haizhou to the market.

In addition to Lenovo's decision to move the R&D center back to Beijing and Haier's decision to move the R&D center back to Qingdao, Kejian and other eight other companies decided to expand their investment in R&D centers in Jianye, so that Jianye can truly develop into a center for digital mobile phone technology.

From late March to early April, a total of three companies decided to invest in and build production bases in Jianye. Two companies decided to invest in and build production bases in Haizhou. The other five licensed companies decided to build production bases in Beijing, Qingdao, Shenzhen, Tianjin and other places.

No wonder these companies couldn't wait to go to the production line after receiving the approval documents. The list of the top 100 electronic industry in 1999 was released in mid-March. Huaxia Electronics ranked first with annual sales of 20.4 billion yuan. Lianxin Electronics, a subsidiary of Huaxia Electronics, contributed 4.2 billion yuan in sales and 463 million yuan in net profit. Lianxun Electronics' mobile phone business contributed 3.2 billion yuan in sales and 320 million yuan in net profit. Dongxing Communication's mobile phone business contributed 2.8 billion yuan in sales and 290 million yuan in net profit. You should know that the total investment of these three companies in mobile phone business is not even more than 600 million yuan. Aida Group ranked with annual sales of 10.1 billion yuan.

The third place in the Top 100 list, the mobile phone business contributed 9 billion yuan in sales. Although anyone with a discerning business knows that the data of Aida Group is nonsense. Even if the sales of terminal products are not merged into the DVD player business, in addition, although the top 100 list will not announce profits, it is not difficult for the industry to know that Aida Group achieved a net profit of 1.8 billion yuan in mobile phone business in 1998. Although this is also a shrinking data, in addition to the introduction of technology and investment in technology research and development, Aida Group's total investment in other mobile phone projects was only about 600 million yuan. In 1998, the mobile phone market could be said to be a real huge profit, with a capital-return ratio even reaching 200%.

The second batch of companies that obtained mobile phone licenses have no weak confidence in the domestic mobile phone market. A bolder market analysis report believes that the total sales of the domestic mobile phone market in 1999 will definitely exceed 32 million, and by 2000, it will exceed 65 million. At that time, the market share of domestic mobile phones should hover between 40-50%. Compared with the domestic mobile phone production of 3.8 million in 1998, domestic mobile phone manufacturers will obtain a market growth space of 70 billion to 85 billion in two years.

With such a high return ratio and such a broad market growth space, companies that obtain licensed companies even think that delaying the construction of a factory by one is a loss of millions of profits. How can they not be anxious? In particular, the same group of Kewang Hi-Tech, which obtained licensed licenses, almost launched their mobile phone products at the same time as they received the approval documents.

The second batch of eleven licenses are far from enough. Some companies that do not obtain mobile phone licenses even sued the Deputy Prime Minister and the State Councilor.

In addition to building factories and introducing production lines, recruiting experienced production managers and employees is also the most important thing for these companies at present.

Compared with Lenovo in Beijing, Lianxun and Dongxing in Wenzhou in Zhejiang, Kumho has cultivated the first batch of professional talents in the field of digital mobile phone technology research and development and production management in two years for China. Moreover, Kumho's personnel department has been preparing for production expansion and has been continuously recruiting and training employees.

Inevitably, after mid-March, the professional talents in the Kumho mobile phone department began to lose a large number of them from Kumho.

What is hateful is that many companies that obtained mobile phone licenses actually rented offices across the street from the Kumho mobile phone factory in Haizhou Industrial New District, and even opened a special job fair in front of the Kumho mobile phone factory on weekends.

During the special period, Lu Qingsheng had to personally take charge of personnel work in the business department, but Lu Qingsheng, who could receive more than a dozen or twenty resignation reports every day, wanted to get a guy and go to smash the venue.

Although the salary and benefits of ordinary employees in Kumho are relatively high in Haizhou, they are still far behind those in Beijing, Shenzhen and other regions. In addition to high salaries, an ordinary employee in Kumho can almost go to a management position by changing jobs, which is very tempting.

In response to this phenomenon, Zhang Ke also specially convened a meeting of senior management of Aida Group to discuss, requiring Lu Qingsheng to actively and patiently do ideological work for employees with the group's personnel department, and not to set up any additional obstacles for those employees who are determined to resign. From mid-March to late April, the employee turnover rate of Kumho's mobile phone factory in Haizhou exceeded 20%. The only comforting thing is that although the backbone employees also lost, it is much lower. After all, the salary, benefits and benefits provided by Kumho to these backbone employees are relatively generous. Instead, the development of Kumho, these backbone employees can see more clearly. The loss rate of middle-level management who can get equity incentives is even lower. Only five people submitted resignations in a month, and two of them were admitted to Kumho with the default of Kumho. Although these two resigned during the contract period, they still retained the previous incentive equity. There was no way.
