Chapter 440: The March of Suffering (1)

On December 3, 1692, Guanghui City.

Guanghui City is an administrative division that does not exist within the official establishment of the East Coast Republic of China. It was ordered by the Yicheng Regional Administration. The superiors did not recognize it. To put it bluntly, it was a black area. However, the black area belongs to the black area, where there is a population of more than 20,000, and agricultural and handicraft activities are relatively developed and cannot be ignored at will.

The city of Glory is roughly near the later city of Paraboroya, South Africa. The residents living here were mainly Indians who immigrated from the New World, Mestiso people, and the Eight Banners of the Island sent from New China Island. People on the East Coast once conducted a statistics on them. There were about 9,000 Indians, more than 7,000 Mestiso people, and more than 20,000 Eight Banners of the Island. Economically, agriculture and animal husbandry are the main ones, and there are certain daily necessities production capacity and weapons maintenance capabilities.

From the composition of these populations, we can see that Guanghui City is a city used to temporarily resettle a large number of immigrants. Temporary is because Guanghui City is not their final destination. Their final landing is still thousands of kilometers away. There are countless difficulties and obstacles, and many poisonous insects and beasts are waiting for them.

The immigrants from Guanghui City have lived here for more than a year. According to the plan, they will set out again in the first half of next year, carry bags, bring cattle and sheep, and arrive in the Linbobo River Basin under the escort of the army trained by the East Coast. They are not unfamiliar with these migration activities, because before that, they landed in the Yicheng area and then went north from the Chenggao County area to continuously explore and advance.

Before leaving Chenggao County, they were detained by the Yicheng Regional Administration for several years on the pretext of cleaning up the primitive wild environment in the territory, building houses and roads. Sometimes young and middle-aged people were even drawn out to fight against the Tongjia people and Swazi people, which was very hard. They were not without attempting to resist, but the East Coast people dispatched a large number of troops around, and militias from various counties in South Africa were even transferred to guard the guards in turn. Therefore, any resistance was destined to be futile - you cannot expect that even ammunition could not be produced by itself, and weapon repairs required the refugee groups that provided parts on the East Coast to have the ability to resist.

Yes, yes, these people are basically refugee groups. However, under the organization of the East Coast people, their lives are relatively better (food supply is relatively sufficient), and their weapons are relatively better. The elite scouts of the East Coast Army inquired about information and drew their routes throughout the journey.

Many years after the guidelines for the Yellow-Black Dividing Line were proposed, the East Coast people migrated the Eight Banners of the Islands in southern Africa, and the Indians' actions were no longer slow and delayed. After the latest migration funds of 500,000 yuan were in place, the Yicheng Regional Administration also had to set an example, purchasing a large number of grain, livestock, weapons, medicines, daily necessities and other materials. According to the tribe and family, they sent a large number of cavalry and infantry to urge these people to continue to advance north.

The plan formulated by the East Coast government is called the "March of Suffering" plan. The central government will allocate one million yuan (solved through the issuance of public bonds) every year. The Hezhong, Yicheng, and the New China Development Team in South Africa jointly allocate 500,000 yuan to support the in-depth implementation of the plan.

The annual funds of 1.5 million yuan are very large. After all, these people are not unproductive. They will stay for a while when they arrive. One is to rest, the other is to wait for the arrival of subsequent materials, and the third is to take the opportunity to produce some grain, vegetables, fruits, expand the number of cattle and sheep populations, and lay a solid foundation for the next stage of marching.

For example, they stayed in Guanghui City for more than a year. During this period, they harvested three crops of grain, the number of cattle and sheep increased greatly, and their overall economic strength was greatly enhanced. Of course, they did nothing else during their stay. Under the organization of the East Coast people, they cleaned up the nearby natives, and the environment was also transformed to a certain extent, laying a good foundation for the construction of the roads behind.

The so-called road under construction is a railway, which was invested by the Ministry of Transport. The annual investment amount is 1 million yuan, partly solved by the transportation lottery, and partly squeezed out from the funds of other projects. The Yicheng Regional Administration was so happy about this project that fell from the sky. Not long after their Yicheng Railway was fully opened, and he still owed a lot of debts. He was worried about how to develop in the next stage. As a result, the pie of happiness fell from the sky. The Ministry of Transport decided to build a "marching railway". This railway sets from Chenggao Town and heads north through Yangzi Township, Sishui Township (near the later Komatiput City), Guangwu Township (near the later Skukuza Town), Zhige Township (near the later Gotenburg Town), and finally arrived at Guanghui City.

Yangzhai Township is a subordinate township in Chenggao County. It currently has about 5,000 residents and its economy is pretty good. Because it has used a large number of black labor workers, the 40-kilometer journey from Yangzhai Township to Sishui Township has been completed by more than half, and the rest is under intense construction, including a railway bridge.

The plan for next year is to build the Guangwu Township area, including several railway bridges (fortunately, it is not difficult because the river is not wide). The construction period is still very tight and it is very likely that the goal will not be achieved. I can only try my best. Before the railway is completed, the logistics supplies for these immigrants can only be transported through large trucks and mules and horse teams, just like the Boers who brought all their belongings to the inland South Africa.

The transportation capacity of railways and carriages is of course very different. Therefore, the superiors attach great importance to the construction of this marching railway, and it is not an exaggeration to say that it is at all costs. Now that the local area has La Plata, there are a large number of Indians and Mestiso people who need to be cleaned, not to mention that in the future, there will be areas like Paraguay with a large population that needs to be cleaned. Therefore, the marching railway must be repaired as soon as possible, and the longer the better, so that these cleaned immigrants can go further and closer to the yellow-and-black dividing line.

The vacant land left after the immigrants were naturally filled by the East Coast people. Now the local government has also proposed a certain policy in this regard, that is, to buy the land, farmland, built buildings, etc. cleared by the immigrants through money and material redemption, and then resell it to the resettled East Coast immigrants through mortgage loans. This process may require a portion of the national financial subsidy, but not too much, which is about 200,000 to 300,000 yuan per year.

Sishui Township has currently resettled about 2,000 people from the east coast, making a living by planting and animal husbandry. Guangwu Township has resettled more than 1,000 people, also mainly agriculture, while Zhige Township has no immigrants to settle down. It is still a large material storage base, garrisoned by some militias on the east coast.

To be honest, the Yicheng Regional Administration has some objections to such arrangements from its superiors, because it has forced a change of their development direction. Their original plan was to cross the hilly and mountainous areas in the west of Chenggao County, then enter the inland plateau area, and march into the Johannesburg area in South Africa in later generations. To this end, they also set up several new settlements west of Chenggao County, namely Xiawo Township (near Mbaban City in later Swaziland), Yilong Township (near Mankayan City) and Xiyu Township (near Erengano City in later generations), and a total of about 10,000 people were resettled. As for the plain area in the core area of this county, only one new Heshu Township (near Great Bend City in later generations) has been added over the years, and more than 2,000 people have been placed, which shows its determination to move west.

Now the Executive Committee feels that the Indians, Mestiso, and the Eight Banners of the Islands cannot live on state-owned farms and construction sites in Yicheng area for a long time. After they are determined to spend a lot of money to speed up the resolution, their dream of moving west looks to be shattered, and they must shift their main energy to the construction of the northern marching railway and the setting of settlements along the line. This undoubtedly makes them very upset - the vast gold mining area on the west side, will they have to wait for the Hezhong people to occupy it from the south to the north in the future?

Fortunately, Xiao Jingzong, the Commissioner of the Yicheng Regional Administration, is a qualified government official and rarely discounts the orders from his superiors. In addition, he is currently active in the Far East, so he is particularly afraid to cause trouble at this critical moment. A few months ago, the Regional Administration held a special meeting to focus on discussing the work arrangements for the next stage. The meeting clearly stated the principle of "stop moving westward and diverting to the north", and focused on the establishment and construction of relevant settlements along the marching railway.

They plan to relocate more than 5,000 residents in batches after ensuring the normal construction of the old settlement next year, after ensuring the normal construction of the old settlement, they will move more than 5,000 residents to Sishui, Guangwu, Zhige, Guanghui and other towns in batches, enrich the local population, improve the local economy, and at the same time, repair some highways to connect them to the railways to further exert the effectiveness of the marching railway.

In addition, Yicheng and Chenggao counties also have more than 100,000 people, and their economic strength should not be underestimated. The security regiment system should be rectified. The preparation of local security forces is currently being applied for. I believe that obtaining approval is not a problem. In the future, the military power in the Yicheng area will be further strengthened, which is still very helpful for the marching plan of suffering. After all, forcing the Indians, the Mestiso people or the Eight Banners of the Islands to continue to migrate like the Boers, which will arouse great disgust. At this time, the military deterrent forces must keep up, otherwise they will not be able to effectively suppress these guys who often fight with black people.

Of course, they don’t have to bear the heavy suppression. After the forces of the Kama Kingdom were basically wiped out, the army can now free up their hands. In the future, a whole mixed regiment of troops will be transferred, supplemented by several security groups rotated by other counties. No matter how dissatisfied the Indians have, they can only bury them deeply in their hearts or vent their vents on the black tribes they met along the way.

Besides, in order to implement the marching plan of suffering, the East Coast people have fully funded the annual fiscal allocation of 1.5 million yuan starting this year. The land they snatched and built houses will be purchased at an appropriation. Various types of military supplies and daily necessities are also provided at a fair price, and sometimes there are even some free medical services. Overall, the treatment is already quite good, not what some people who incite dissatisfied to drive them to die. Don’t believe it? Look at the hundreds of thousands of Central Asians, Persians and Middle Eastern Arabs who were forcibly driven to China to settle down by the Mongols, who traveled thousands of kilometers a long distance. Did the Mongols take care of them "meticulously" along the way?

So, everything is based on "traveling together". Although the name of the East Coast people's plan is called "March of Suffering", it is far from being unable to survive. Some of them have even increased slightly. If they do not count the people who fled on the way, the total population has not decreased significantly, which is already very good.

Another thing worth mentioning is that the East Coast government has recently been studying whether it can go deep into the inland area along the Zambéci River, which is densely packed with agricultural estates in Portugal. The advantage of this route is that there are ready-made supply points, and the route is shorter, so it can reach the Zambia region in later generations more quickly. At present, this route is still under argument and may not be concluded in the short term, but it is likely to be an alternative in the future.
