A large number of aspiring businessmen rushed over, slightly renovated the factory, then purchased machines, trained personnel, and produced various mechanical equipment. Now, the pillar industry in Jushu Township has become the manufacturing of coal machinery, which made Shao Yaoguang, who came to inspect, sigh.
But this is also impossible. Even without environmental pollution, agriculture in industrial cities will continue to shrink. Although they are close to the final consumer market, the high production costs will stifle their competitiveness. Their only means of survival is to develop special breeding and nursery gardening. At the same time, they really have to strictly control pollution, otherwise they will eventually fail.
A conflict broke out in Ping'an County last year. The Northern Chemical Factory entrusted a batch of waste to a private company for treatment, but the person secretly poured it into the river at night, causing serious pollution. The villagers were very angry and asked the Northern Chemical Factory to give an explanation, which caused a big storm.
Pollution has really become a chronic disease in some industrial cities, but there is no good solution. The British don’t care about pollution at all and discharge pollutants at will. Even though similar companies on the east coast are advanced in technology, the transportation and insurance costs remain high across the vast Atlantic Ocean. If you invest huge amounts of money in pollution, your competitiveness will naturally decline rapidly.
The only solution is probably to accelerate the development and progress of technology, hoping to reduce costs by relying on technological progress and to smooth out the additional expenditures incurred after investment pollution prevention and control. There seems to be no other way.
On January 9, Shao Yaoguang returned to Ping'an County and then took a carriage to Baode County in the north. There are several processing enterprises that provide supporting Ping'an County, the most famous of which is a processing factory affiliated to Dong'an Power Company. The factory was established by a three-party joint venture between Dong'an Power, the Academy of Engineering, and the Eastan Precision Instrument Company, which specializes in the production of various electric motors and attempts to sell them to enterprises in need in Ping'an County.
Machine tools driven by motors are much stronger in terms of speed and stability than machine tools driven by steam engines. Speed and stability are related to the accuracy of parts processing. With the increasing development of the East Coast economy, people's requirements for parts processing accuracy will inevitably increase day by day. At this time, the advantages of motors are more prominent.
Of course, it is not enough to have electric motors alone, and electricity must be available. The scarcity of power stations has seriously restricted the promotion of electric motors. On the current east coast, only a very small number of enterprises have pitifully low power supply and can use motor-driven machine tools to do some high-precision processing or conduct some experiments.
Dongshang Power Company is very dissatisfied with this situation and has always wanted to quickly promote the construction of domestic power stations. However, its strength is not good, and the company's profits over the years have been very limited, so it has been stumbling, and the promotion of electric motors is also very unfavorable. It has not sold many units at all.
Today, Ping'an County has a micro experimental power station established in the Ping'an Coal-Steel Consortium Factory with Dongguan Power Company, providing electricity to a few machine tools. There is no doubt that this will not satisfy the appetite of the ambitious East Coast Power Company. So, they kept writing reports to the Government Council and even the Executive Committee, requesting that the state formulate a power development plan and invest huge funds to build a power station, including both thermal and hydraulic power.
The bigwigs of the Executive Committee were "harassed" by Ma Xiaopeng, the boss of Dongbo Power, and were so annoyed that Shao Yaoguang finally approved the revised East Coast Power Development Plan in the second half of last year. However, considering that the whole East Coast is about to invest in the continental war and it is impossible to transfer valuable funds to other places, the funds required for this electricity development plan were not provided by the government. In fact, the East Coast Power Company issued a 20-year 5% interest rate construction bond, and the national finance provided guarantees, which is equivalent to temporarily borrowing social funds to develop the cutting-edge power industry.

Each of these ten power stations is an independent corporate entity, with a registered capital of 100,000 yuan, and the power generation is thermal power generation. Taking the Ping'an Power Station under construction in Ping'an County as an example, the fuel used is mostly inferior coal and iron smelting plants abandoned on the coal mines under the Ping'an Mining Bureau, and the gas that cannot be used by the coking plant, which can greatly save costs.
The core boiler required for Ping An Power Station has been produced by Ping An Coal-Steel Consortium and arrived at the construction site. The boiler is vertical, 750 horsepower, manufactured using the latest Dongban technology, and has very high thermal efficiency. In other cities, the boiler required for power generation is also under manufacturing, respectively, and is processed and manufactured by the old Tieling Heavy Industry Consortium and the Heishan Industrial Company. As for the other parts, the Dongban Power Company will find ways to process, either produce it itself, or send people to other companies with processing and manufacturing capabilities to commission production. In short, everything is in full swing.
Seeing that the East Coast Power Company is moving so quickly, the Government Council is also a little unable to sit still. Considering that there is currently no department in the East Coast that specializes in the development of the power industry, they hurriedly established the State Administration of Electric Power (which may be further upgraded to the Ministry of Electric Power in the future) and began to convene experts in relevant fields to formulate standards and regulations. However, because the time is still short, they have only made a few regulations:
First, the power industry must be operated in a unified manner. The State Administration of Electricity will formulate the power production, distribution and sales plan, and entrust it to the newly established power bureaus in ten cities for supervision. The power bureau has one director and two deputy directors, with three departments under the jurisdiction of inspection, statistics, and investigation, four departments: General Affairs, Finance, Business and Technology, and are fully responsible for the operation and development of power industry in various places.
Second, relevant upstream and downstream equipment manufacturers, such as generators, cables, motors, electric lights and other manufacturing companies, need to apply for a business license from the State Administration of Electric Power, and companies that already have related product businesses need to re-apply for licenses.
Third, the frequency of electricity must be 50 (the unit of frequency has not yet been set on the east coast), and non-standard frequency equipment must not be produced to avoid unnecessary losses caused by different frequencies of each power station.
Fourth, the standard voltage of the transmission line is 6000 volts (to prevent interference of communication lines due to induction), the standard voltage of the distribution line is 200 volts and 100 volts, and the motor rated voltage is 200 volts and 100 volts.
Fourth, because it was found in the test that the three-phase and four-wire system malfunctioned due to the increase in the neutral point voltage, or the communication line was induced due to leakage, the return line method adopts the three-phase and three-wire system.
Fifth, the DC voltage standards are set as 250 volts, 500 volts, 750 volts and 1000 volts.
Fifth, in order to avoid adverse effects and save costs, equipment and labor should be updated as much as possible and existing equipment should be renovated. For example, cable telegraph systems should be renovated as much as possible to reduce the impact on telegraph room-related business and reduce investment.
From this we can see that the formulation of these standards is very hasty. After all, the State Administration of Electric Power itself was established in a hurry, and there are very few domestic power-related talents in the East Coast Power Company, and it is not easy for the state to find some teachers from the Institute of Electrical Sciences of the Engineering and Technology Institute to study standards. But no matter what, after years of wasted, the power industry finally ushered in an important turning point and showed signs of entering the fast lane of development.
Regarding this, Shao Yaoguang also gave a positive answer when visiting the construction of Ping An Power Station. He said that the power industry represents the future, which is an unquestionable fact. The reason why it has not developed rapidly now is just a time and opportunity for transformation. He believes that after the war, the power industry will usher in a period of development outbreak. With time, it will be no problem to replace the steam engine and become the main driving force of the East Coast Republic of China.
