Chapter 169 Migratory Birds

There may be opportunities in this."

What the Port Authority official said was actually mentioned in the document just issued by Bai Yutang, director of the Blackwater Management Committee. The East Coast people currently have only two counties on the Hokkien Island, namely Kōnai Prefecture and Kushiro Prefecture. The former has a population of about 30,000, while the latter has more than 40,000. The economy of the two counties is quite good, with a large output of agriculture, forestry, animal husbandry and fishery. The development of Kushiro coal mines, shipyards, seafood processing plants, wood products factories, and building materials factories is also very smooth. Therefore, the conditions for expanding into the inland islands have been ripe and you can start to take action.

In fact, the Blackwater Management Committee has also made some preliminary preparations in recent years. For example, they have set up some small settlements west of Kushiro Prefecture and south of Kōnai Prefecture, namely: Obituo Township (located near Obituo City in Later Times), Hedong Township (located near Oki Town in Later Times), Hexi Township (located near Oki Town in Later Times), Sanshan Township (located near Yuki Town in Later Times), Lube Township (located near Lube Town in Later Times), Kuqian Township (located near Yuki Town in Later Times), Rujin Township (located near Yuki Town in Later Times), Eiyu Township (located near Yuki Town in Later Times), Yuwu Township (located near Yuki Town in Later Times), Fengyong Township (located near Nakagawa Town in Later Times), Keiyo Township (located near Masashiko Town in Later Times), Hepingyong Township (located near Masashiko Town in Later Times), a total of twelve settlements. Currently, less than 5,000 people have been resettled in these places to reclaim wasteland and develop agriculture, forestry, animal husbandry and fishery.

Among the above-mentioned towns, five settlements in Daiguang Township are the top priority because they are a whole plain with a large area and have great potential for large-scale mechanized agricultural production. Unlike other places, they are either broken coastal plains or narrow mountain valleys. They are not suitable for large-scale mechanized production models, and their value will naturally be lower.

The Management Committee has basically confirmed that in the future, state-owned farms and pastures will be set up in the Bianguang Plain area. The main source of labor in these farms, except for a few people on the East Coast, has to be mostly found on the North Koreans. Therefore, it is inevitable that the enemy worker system will be appropriately relaxed and some of the North Korean workers who migrate migratory work will be naturalized.

Of course, this relaxation is also conditional. After the North Koreans become naturalized, they should try to disperse and place them separately. They must not be allowed to form a very large community inhabited by them, because they will easily retain their culture. In addition, they should also encourage them to intermarry with the East Coast people and even the Aboriginal Hokkien people, so that the Korean mark on their descendants will be weakened and their sense of identity will be weakened. Otherwise, let them know that the blood flows in their blood vessels is always the Korean blood, which is very unfavorable to the rule of the East Coast government. It must be planned from now on.

Some people may ask, there are many ronin people in Japan at present, so why don’t the East Coast recruit them to settle down and reclaim land on the Hokkien Island?
