Chapter 236 Taxation and Finance (1)

Shao Yuanyi grinned and walked out of a shabby carriage.

The two carriages he had just ridden were so crowded that the air was filthy. What was even more disastrous was that the brass shock absorber spring on the car was obviously no longer elastic, but the owner of the car actually refused to replace it! This made the butts of the car swollen, which really made people angry.

"The county's finances are quite abundant across the country, but I don't know how to repair the highways in townships." Shao Yuanyi looked at the muddy ground after the snow melted, and also sprayed in his mouth: "I don't know where the tax we pay every year has gone. The township government doesn't even have money to maintain the road surface. It's really outrageous."

After venting a sandy and soil highway from Wucaoling Township to Xihu Town, the county town, Shao Yuanyi wrapped his clothes and walked towards his home in disappointment. As for his luggage and the mule, he was taken back by two apprentices to the township government. Now there are not many days before the New Year. Shao Yuanyi, who is eager to return home, plans to rush home to celebrate the New Year first, and then go to the county health bureau to report his work after the New Year.

After walking on the muddy village road (dirt road) for more than ten minutes, Shao Yuanyi passed through the green wheat fields and flashed into his home. He naturally felt comfortable when he returned home. He brewed tea and lit cigarettes. The three children came over for a while. Finally, Shao Yuanyi lay on the recliner exhausted.

"Dear, the village came here the day before yesterday to collect taxes." His wife Natasia said carefully while helping Shao Yuanyi beat his slightly sore legs.

"Well, it's almost the Chinese New Year, and now I'm going to raise taxes. When the village chief goes to the village meeting, he is afraid he will have to eat." Shao Yuanyi closed his eyes and said quietly.

It has been 20 years since its founding. The tax system reform of the East Coast Republic of China has been advancing through exploration. Since the initial difficulties in collecting taxes proposed by some people, the Ministry of Finance has been studying how to improve the tax system and reduce the collection costs in recent years, so as to collect more taxes to fill the fiscal vacancy of governments at all levels.

Therefore, after continuous exploration, practice and improvement, the tax system on the East Bank has been changed several times, and finally formed seven major taxes today, mainly movable property tax, real estate tax, personal income tax, consumption tax, business tax, deed tax, and customs duties. Among these taxes, the best thing to be levied is the deed tax and customs duties. The main object of deed tax is the transfer of land and house use rights, and the tariff is the tax levied on imported and exported goods. Among these two taxes, the tax rate of deed tax is 3%, and the tariff varies, ranging from exemption to 25%. Even some commodities with severe competition with the East Bank have to be levied with punitive tariffs ranging from 50% to 200%.

In addition to these two taxes, the collection of business tax, consumption tax and personal income tax is more troublesome. Fortunately, the main component of the economy in the East Coast Republic of China at this stage is the state-owned economy, which reduces the amount of workload to calculate the tax. Therefore, the tax collectors of the Ministry of Finance can still collect some of them after much trouble, so the difference is not too outrageous. Among these taxes, the business tax rate is 5%; personal income tax is divided by income, and those with monthly income less than 10 yuan are 5%, and those with monthly income less than 10 yuan are levied at 10%. As for consumption tax, different tax rates are set according to different commodities. But it is obvious that there are not many commodities included in the scope of consumption tax collection by the tax department at this stage. The scope of commodity collection may be expanded in the future, but for now, consumption tax can only be considered a small matter in the tax on the East Coast.

If the collection of business tax, consumption tax and personal income tax is more "troubled", then the two pillars of movable property tax and real estate tax, the two pillars of east coast tax, are simply "super trouble". The tax department on the east coast is so shady about the property status of townships, villages and families across the country, and they don't know where to start - because if you need to find out the actual situation, it may require hiring tens of thousands of tax officials to spend a lot of time to investigate door-to-door. The actual taxation cost is so high that it is better not to collect it.

In the end, the Ministry of Finance could only issue documents to each township and village through the Government Council, asking them to agree on an amount themselves - of course, this amount must be repeatedly bargained between departments at all levels - and then each village will collect it according to the actual situation according to households, and finally handed over to the township and county. In this case, a large amount of taxes will definitely be missed, but it is already the most cost-effective way. The advantage of levying on a village-based unit is that the local village chief is generally more clear about the general financial status of each household in the village, and then when the tax payable is distributed, it can be quite different.

In fact, such a situation where a fixed amount of tax is levied is also common in business tax and consumption tax. Because of the shortage of tax collectors, we can only negotiate a fixed number with each company. This is the lowest cost and the highest efficiency method. Although a large amount of taxes will also be missed, it can only be like this - taxation is a global problem in this era. The tax efficiency of the East Coast is almost at the forefront of the world. What else do you want?

The taxes mentioned in Natasia just now were movable property tax and real estate tax. Shao Yuanyi's family is a big family, so they naturally had to pay much more than others when levying. Although Natasia was extremely reluctant, she finally knew the measure and could not be disliked by the neighbors in this matter, so she paid 30 yuan in tax with a look of pain.

After hearing this, Shao Yuanyi didn't say anything, and recognized the amount of tax. However, he couldn't help but complain about the township government's utilization of taxes: "I don't know where these taxes are used. The county can collect at least 100,000 yuan in taxes every year. Even if our Mucaoling Township is not favored by the county, there is still a fund of 100,000 yuan. In addition, the money allocated by the central government, the township has at least 130,400 yuan of working money every year, but they can't even repair the sandy road to the county. Where is the money used? Next time I go to the county, I have to talk to someone..."

Speaking of which, the tax on the East Coast is usually collected according to the East Coast. This is reflected in the Gregorian calendar, and it is about to celebrate the New Year. For example, the tax collection date for the East Coast Calendar in 1652 was from July 1652 to July 1653. In the short half year after July 1653, the State Council formulated the government budget for the Gregorian calendar in 1654 based on the tax collected.

Of course, the government budget cannot be supported by tax revenue alone. For example, the annual budget of the East Coast Republic in fiscal 1654 is likely to reach 4.8 million yuan, but the tax can only provide about 1.4 million yuan, the profit of state-owned enterprises is about 2.9 million yuan, the privateer income provided by the Navy is about 300,000 yuan, and the other 200,000 yuan is solved by issuing treasury bonds.

It can be seen that domestic tax revenue can only make up for one-quarter of the fiscal budget, and most of the budget needs to be solved by profits paid by state-owned enterprises. This is the result of the extraordinary development of the East Coast Republic. If it is normal, then only a budget of more than 1 million yuan per year should be made, and then everyone will slowly farm and develop, and the final outcome is probably not much better, and the government has no money to do something globally.

But now it is different. State-owned enterprises that serve as the main export force can be called "money-making machines", bringing all the profits that should have been earned by private capitalists (if private enterprises occupy the main body of the economy) into the hands of the government. This makes the central government's financial capabilities extremely strong, allowing a relatively elite army and navy to carry out infrastructure in China, supervise railways across the country, interfere with foreign situations through loans, popularize primary education across the country (education has always been the bottomless pit for gold swallowing), and be able to develop leapfrog...

"Our county can collect more than 100,000 yuan in taxes every year. If it is pushed to the whole country, it is not impossible to collect a tax of 1.3-1.5 million yuan." Shao Yuanyi sat up from the recliner, took a sip of tea, and said thinking: "Last year, I heard from the county master that when the central government first started levying taxes in 1637, it could not even be levied a hundred thousand yuan a year. At that time, everyone evaded taxes and did not pay them! As a result, after 16 years of collection, the taxes have changed from one or two to seven, and the total tax amount has increased from less than 100,000 yuan to more than one million. This is equivalent to the fact that everyone in the country has paid more than three yuan! If so many taxes are paid, even a road cannot be repaired. I think the Mucaoling Township Government should not be sloppy, it is embarrassing!"

When Natasia heard that Shao Yuanyi had been deeply resentful about the sandy and soil highway, she immediately gave him a blank look and said, "Since you are not at ease with the money in the village, then the county magistrate planned to promote you to the deputy township chief last time, why are you reluctant again?"

Shao Yuanyi was suffocated when he heard this, thinking that he was not a pseudo-natured last time, and wanted to play a trick of visiting the cottage three times. But who would have thought that the county master was a honest person. It would be fine if he asked him to agree to him once, but Shao Yuanyi was too regretful. At this moment, he heard his wife mention this again, and he waved his hand and said, "What do you know about you? You are not as comfortable as the deputy township chief. If you want to do some business, you will be verbally irresponsible. I am not willing to do it. Forget it, what's the use of telling you about these things? Go and cook quickly, I'm hungry."

After sending his wife to the kitchen, Shao Yuanyi slowly sat on the lounge chair, smoking a pipe and spitting out mist, thinking about something else: "The business of the Mucaoling Meat Products Factory, which he has invested a lot, is getting better and better now, and bacon and ham are even sold to Jiaohebao in the northwest. Such a prosperous business will definitely not be hidden from the tax inspectors in the village. It seems that the amount of consumption tax levy next year is unlikely to be left at 400 yuan. It is estimated that it will rise, five or six hundred or even seven or eight hundred yuan."
