Chapter 284: CPPCC Meeting
1997 was an extraordinary year. Comrade 286, the chief designer of China's reform and opening up, passed away on February 19.
Dolphin Technology held a grand memorial activity, which was held in the company lobby. Headed by Wang Yong, everyone wore black hoops on their right hand, and collectively observed a three-minute silence on Comrade 286's portrait, and played sorrow and joy around the clock.
On the same year, on July 1st, Xiangjiang, which was colonized by British for a hundred years, will return to the motherland.
Immediately the next day, on July 2, the Asian financial crisis broke out.
There are too many more, so I won’t describe them in detail.
These three things alone are an extraordinary event in modern Chinese history.
In fact, it was only after 1997 that China entered the fast lane of rapid economic development, and since then it has been soaring, from an extremely underdeveloped country to become the world's second largest economic power after the United States.
It was not until 1997 that local satellite TV stations in various provinces and cities in China began to appear on the satellite, which shows how China was lagging behind at that time.
Dolphin Technology officially opened after the eighth day of the lunar month. Each department has its own scientific research tasks, but Wang Yong does not need to worry about it.
He has now become a public figure. In addition to the company and government affairs, he is also involved. After all, he still has a hat of ***** on his head! Shortly after the Spring Festival, the Municipal CPPCC held the first CPPCC meeting in 1997.
As vice chairman, Wang Yong sat on the rostrum with honor for the first time, which made him feel very satisfied with his little vanity.
Everyone knows that the meetings of the CPPCC are basically listening to documents, and they are all empty work and have no actual content.
Wang Yong was not prepared at first. He thought he was just bringing his ears and spending time for a day.
But after Chairman Wu, Vice Chairman Guo and other full-time leaders gave a long speech, it was his turn to speak.
The meeting was chaired by Vice Chairman Chen Qiqi, so before Wang Yong, there were actually only five leaders speaking. When Vice Chairman Chen announced that "Comrade Wang Yong will speak below", Wang Yong was stunned.
He was empty-handed, unlike other leaders who each had a manuscript prepared by his secretary. It would be fine to read the manuscript according to the manuscript. What did he say?
In fact, the first meeting of the New Year is the work planning meeting of the CPPCC throughout the year, which is quite pragmatic, but the CPPCC has no administrative power, and pragmatism has become a simplified person.
Wang Yong has always been anxious and wise. He was stunned for less than a second. He imitated the leaders and coughed twice before starting to speak.
"Dear leaders and all members of the CPPCC, hello everyone, I wish you all good health and all the best in the new year.
Among all the members, I am the youngest. I was not qualified to speak. It should be that I learned from everyone and listen to everyone’s teachings.
But since I have served as ****, I have the obligation to offer suggestions to the CPPCC and contribute my meager strength to the people of the city.
Our full name of the CPPCC is the Political Consultative Conference. Our responsibility is to assist and supervise government departments and submit useful proposals to the government for representatives of the general public, democratic parties, religious groups, and industries.
But I found that we were far from doing enough, or that we did not play the role of the people's representative at all.
I think we must change the current situation of this inaction.
The central government has clearly stated that China currently focuses on economic development.
Comrades, China is currently a developing country, or even a poor country.
People are not rich in their pockets, and most of the enterprises in our Yangcheng are still small and medium-sized enterprises.
These companies have one common feature, which is that they have weak funds and low technology, and the government does not have a special management agency to organize and lead them.
These small and medium-sized micro-enterprises are actually portrayals of our Chinese economy, proving that our Chinese companies are still at a low level.
After several years, after the great waves, a very small number of enterprises can slowly rise and grow and become outstanding representatives of our national enterprises.
However, such natural selection is too cruel and will cause serious harm to the economic development of our city.
I think our CPPCC should give full play to its subjective initiative and establish a small and medium-sized enterprise service association.
Please note that it is a service association. We are not an administrative department and do not have administrative law enforcement powers. Therefore, the purpose of our association is to help and guide the development of medium and micro enterprises in the city.
For example, we can organize enterprises in the same industry to give full play to the scale and better sell their products to the world and the country.
In terms of raw material procurement, a company has no bargaining power, and if it is thousands of companies, it has a strong voice.
Our responsibility is to pinch them into a rope and exert a huge effect of 11 being much greater than 2.
In terms of technology, a company does not have the funds and strength to engage in R&D and design. If thousands of companies are combined, it will be a huge capital force, and it can fully advance to higher levels such as technological R&D and technology introduction.
Industrial upgrading has always been the most urgent practical issue facing Chinese companies, and it should be early rather than late.
On the other hand, we can completely organize and assist in establishing a commercial investment fund or investment bank dedicated to small and medium-sized enterprises in the city to help them obtain better and more professional financing channels.
It can also absorb the remaining funds of these small and medium-sized enterprises and grow together with the vast number of small and medium-sized enterprises in the city.
In developed countries in Europe and the United States, there are many century-old enterprises, all small and medium-sized enterprises. A village-run or private enterprise with only a few dozen people occupy more than 80% of the global market, with an annual output value of US$100 million.
In fact, small and medium-sized enterprises are not without development opportunities. For example, large enterprises have their unique advantages, flexible management, easy technology upgrades, and easy to keep up with international trends.
The only thing they need to pay is to focus on and specialize in a certain field. As long as there are a thousand such enterprises in our Yangcheng, it is an amazing developed industrial city."
"Smack and fuck!"
Wang Yong's speech was full of information and creativity. It was a field that everyone had never imagined before, and it was quite feasible, so it caused thunderous applause from the audience.
Some members who were originally very enthusiastic also cheered up and listened carefully.
Everyone's applause was encouragement to him. Wang Yong felt happy. When the applause stopped, he continued to speak.
"Okay! Since everyone thinks what I said is memorable, then I will talk about my ideas on spiritual civilization construction.
The development of a city cannot only develop the economy, as it will cause many difficult-to-solve problems.
I quote a great man as saying that it is to grasp both hands, and both hands must be strong, and spiritual civilization construction must be improved simultaneously.
In fact, as the forefront of reform and opening up, I am not worried about the economic development of Yangcheng at all, but full of confidence.
On the contrary, in the construction of spiritual civilization, I deeply regret the current situation. In this regard, our CPPCC can also exert our subjective initiative.
