【1055 Situation in Japan】

Time flies into 1877.

The cute CEO is 7 years old.

The Southwest War was a war born from February to September in the tenth year of Meiji in Japan (1877).

It was a famous battle to quell the rebellion of the Kagoshima clans during the Meiji Restoration.

Because Kagoshima is located in southwest of Japan, it is called the "Southwest War".

In the early years of Meiji, although Japan established a government with the emperor as its highest power center, Japan had not yet completed the centralized system. The 274 vassals that continued from the old era still maintained an independent army, finance and domestic rule. The Meiji government had extremely weak control over the country. At that time, the Meiji government was facing three pressures:

First, the Meiji government itself did not have direct armed forces, and relied solely on the Satsuma vassals and the Changzhou vassals as the soldiers of the various vassals. If the interests of the Satsuma and the Changsha Alliance and the Meiji government were not in line with each other, the government would have no troops to rely on and would inevitably collapse.

Secondly, the Meiji government can only collect and allocate 3o-4o% of the national resources financially, but it has to bear all the expenditures of the central government, so it is stretched and has very fragile payment capabilities. At this time, Japan was still under the interference of European and American powers and the oppression of the unequal treaties, and the Meiji government inherited the shogunate's foreign debt and various reparations, which undoubtedly further increased the financial burden.

Third, after the reform, Japan's overall political atmosphere remained in the shogunate period, but the loyalty targets changed from the shogunate to the emperor's government. Moreover, the various vassals regarded themselves as meritorious officials of the reform and fought for power and profit in the new government.

The enlightened faction in the government, who is Kido Takayun, realized that if we want to eliminate the hidden dangers of separatist division and division within and get rid of the crisis of oppression from the great powers, we must build a new Japan that is different from the shogunate era and can "confront all countries".

Regarding the structure of this new Japan, Hirobuki Ito clearly pointed out that an abolitionist centralized system must be established, "all governments and laws come from the court", and the key is to abolish the various vassals and eliminate the basis for the "small power".

In terms of specific implementation, we will first reform the vassal state, then "return the document" (that is, each vassal state will present the land and people to the court and no longer own it for its own private ownership), and ultimately abolish the gradual policies of each vassal state.

Originally, these things were all the things that the Meng CEO began to learn from Hirofumi Ito.

The Chinese system of the cute president comes from some systems in Britain, Germany and modernity, and from Japan on the other hand.

However, now China is clearly ahead of the Japanese in terms of system.

On October 28, 1868, the Meiji government issued a "Fathering Order" (unified the official system of each vassal, strengthened the government's supervision and control over the vassal; promoted talents without being restricted by family background and old customs; separated the domestic affairs of the vassal state and the vassal state). Then, it was implemented to promote the "return of the document" together in Kido Takayun and Okubo Rito; at the same time, it required the four vassal states to contribute their troops to the court and establish the imperial guards; and later implemented the "abolition of the vassal states and the establishment of the county". During this series of treatments, social contradictions continued to accumulate, and overall, the main contradictions were:

1. The contradiction between the founding policy and the "resistance of the barbarians" faction. During the Anti-Stomi Movement, the reformists took the "respect for the king and expelled the barbarians" as a program and denounced the shogunate's founding behavior as a rebellious act that violated the will of the emperor. However, in the reform policy proposed by the Meiji government, Article 3 clearly stipulates: seeking knowledge from the world and revitalizing the imperial foundation. In the view of the barbarians, the founding policy betrayed the past path and not only wanted to attack the barbarians, but also held the government accountable. They adopted assassination to eliminate the founding faction within the government. At the same time, the founding and foreign trade and unequal exchanges caused a shortage of precious metals, and the shortage of precious metals caused prices to rise, which led to the decline of people's living standards. This caused dissatisfaction from samurai, peasants to citizens, and the entire society to spread dissatisfaction with foreigners and the founding policy. In the subsequent rebellion, many expelling factions participated.

2. Conscription system, rank and salary punishment and the survival crisis of the gentry. If the founding of the country only stimulated the gentry on the spiritual level, then the conscription system and rank and salary punishment caused the survival of the gentry to have a serious crisis from the material aspects. This is also one of the main causes of the Southwest War. After the abolition of the vassal state, the Meiji government began the reform of restructuring military power and military affairs, established a town, reorganized the government's standing army, disbanded the vassal state troops, and completed the nationalization of the army. A large number of vassal state soldiers were forced to retire from the army and returned home in the process, and the number of gentry's ways of getting out of the army was greatly reduced, and the gentry's way out became narrower and narrower. Kagoshima Prefecture (formerly Satsuma

As an example, the former vassal standing army had a total of 16,467 infantry, 511 artillery, and 119o others (packing, cavalry) and 119o people. The Kagoshima branch of Kumamoto town, which replaced the old vassal soldiers, had a total of four battalions of standing army, with only 462o soldiers, and the scale was greatly reduced. In November of the fifth year of Meiji (December 1872), the government issued the "Recruitment Decree" and "Recruitment Decree" deprived the gentry of the military privileges that the gentry were proud of. Although the soldiers who returned to the army could receive a severance payment, it still caused dissatisfaction with the gentry. The Fukuoka gentry riots in the sixth year of Meiji were an example.

The family fortune inherited from generation to generation is one of the fundamental privileges of the gentry. Although the Meiji government had ideas at the beginning of its establishment, it had to be handled with caution because it involved the fundamental livelihood issues of the gentry. In the old shogunate era, family fortune was associated with "private", and public duty was fulfilled to fulfill the feudal obligations to the lord and undertake certain work, while family fortune was the right given by the lord. The two depended on each other. Family fortune was inherited from generation to generation, and the job positions were also inherited from generation to generation. However, after the abolition of the vassal state, the old vassal state no longer existed, and the gentry naturally lost the object of public duty, and at this time it formed a situation where the unilateral salary was received but no obligations were assumed. In addition, although the salary of the gentry had been reduced, it still accounted for 2-30% of the government's annual expenditure (in the sixth year of Meiji, the government's land rent income was 60,000 yen, while the family fortune expenditure reached 180,400.

The Japanese yen) is the largest part of the government's expenditure, which makes the government run significantly unsatisfied. The government has great opinions on the family fortune that spends nearly 20,000 yen a year, and requires the punishment of family fortune from the perspective of equality of the four people and improving finances. In August of the 9th year of Meiji, the government decisively implemented the "golden government debt" system and completely abolished the family fortune of the gentry. Although the gentry received a compensation, most people, especially the lower gentry, went bankrupt due to poor management and eventually became extremely poor people who were waiting for a price in the labor market. The gentry lost all material privileges and urgently needed a way to make a living. Some of them were unwilling to sell their labor with civilians. The remaining way was to transfer the crisis overseas, strengthen military equipment, and carry out military expansion, leading the resentment and dissatisfaction of the gentry overseas.

The "Strike of Korea" has a long history in Japan. As early as the Edo period, some Japanese scholars began to distort history, claiming that North Korea has always surrendered to Japan, so Japan can take it away. At the end of the Makuma, some people in Japan proposed to use troops overseas to gain capital to confront the great powers, and North Korea naturally became the target of the brunt. Within the government, a Korean faction was formed with Takamori Saigo (one of the three heroes of the Meiji Restoration) and a Neijin faction with Okupo Ritsu (one of the "three heroes" of the Meiji Restoration) and a private faction with Okupo Ritsu (one of the "three heroes" of the Meiji Restoration) were formed.

In fact, the two factions are not the same as the issue of expedition to South Korea. Both believe that war against Korea must be launched. The difference is that the Saigo faction requires the sending of envoys immediately to obtain an excuse to start a war; while Okubo believes that sending envoys means starting a war immediately, while Japan's strength is still weak and the results of the reform have not yet been consolidated. Now is not the time to start a war. The Saigo faction mainly focuses on the current issue of the gentry and uses foreign wars to divert domestic conflicts; while Okubo faction considers the long-term and seeks gradual expansion to avoid interference from third countries.

In the sixth year of Meiji (January 23, 1873), the emperor announced in the form of an imperial edict to adopt the opinions of the acting Minister of the Taizheng Dynasty, Iwakura Hitoshi, and overturned the matter of the Saigo expedition. On the same day, the "Five Senators of the Korean War" who took Saigo as the "Second Recruitment".

The Meiji government gradually abolished the privileges of the gentry, which had already aroused the dissatisfaction of the gentry. Foreign wars were temporarily rejected, and the way to transfer the crisis overseas was blocked. The only way for the gentry to vent their dissatisfaction was to oppose the Meiji government. The departure of Saigo and the guard officers gave the dissatisfied gentry spiritual leaders and practical commanders, allowing the grassroots and high-level members of the unjust gentry to combine. At this point, the war in the southwest was inevitable.

The cute president is closely monitoring the situation of the Japanese in Beijing.

"President, the preparations for the visit are ready, and the First Field Division of the Chinese Army can be with you at any time." Princess Katrina Kaif said to the cute CEO.

The cute president nodded and pulled Princess Katrina Kaifu's hand, "During this time, Gege and I have been together for a lot of time, so I have neglected you a little."

Princess Katrina Kaif smiled sweetly, "No, the president can be with anyone, Katrina Kaif will not feel neglected. Besides, Yu-qing and I can be with the president for a long time, which is better than many women. Tae-hee from North Korea, there is no chance yet."

The cute president nodded, "I'm going to visit North Korea recently. When the situation in Asia is completely stable, our overall international situation will rise to a higher level. If the problems between Japan and North Korea are not solved, I dare not move the South Asian War to drive out the British and French people."

"Yes, the president must not infuriate the British and French anymore. The problems in Central Asia have not been completely resolved and the situation is unstable. In addition, the new three Siberian provinces are always worried about Tsarist Russia's comeback." Princess Katrina Kaif said to the cute president.
