In September 1867, the Satsuma clan and the Choshu clan reached an agreement to send troops, and later joined the An Yi clan to form the Anti-Sutra Alliance; in October, representatives of the Three Feudals gathered in Kyoto, obtained the Emperor's secret decree to challenge the Foo, and decided to send troops.

When the Tokugawa clan was punished in 1868, it was decided that Ta'an Katsunosuke (Tokugawa Ieta) would inherit the So Family and grant him 700,000 stone to Junfu. In July, Keiki moved to Junfu.

As the last general of the shogunate, Tokugawa Keiki took the initiative to return the great power. He was not the "monarch of the country to be destroyed" in the general sense and was deeply sympathized by the Japanese people. At least, at this time when the Emperor of China was located, the "Bushido Spirit" had not yet sprouted in the army, nor did he sprout in the entire society.
