0846 Beiyang Navy was established

If Langweili was in the original time and space, it would not appear until 1879, and it came with four mosquito gunships purchased by the Qing court.

But the Meng President knew Lang Weili's ability, and more than ten years ago, Lang Weili participated in the Li A fleet and came to China, which is also considered to be an understanding of China's situation. Therefore, this time, the Meng President passed diplomatic means.

The British agreed readily, considering that they were friendly countries with China and had a member state of the South China Sea contract to organize this relationship, and they agreed readily, a naval lieutenant colonel had no reason to refuse.

Langweili was a British naval officer. In the early years of Guangxu in the original time and space, Li Hongzhang was ordered to establish the Beiyang Navy. Most of the warships were purchased from foreign countries, and there was a shortage of naval talents, so he had to borrow talents from foreign lands.

Langweili was born on January 19, 1843 in England.

He entered the Royal Naval School at the age of 14 and entered the British Empire Navy at the age of 16. He has served in the British Navy since then, serving as a warrant officer and major.

In 1862, Li Taiguo, a British man who was the General Taxation Department of the Qing government at that time, was entrusted by Prince Gong Yixin to go to the UK to purchase warships.

In 1863, Aspen led the fleet to China. Langweili, who was only 20 years old, was also a member of Aspen's fleet. However, because Aspen refused to accept the orders of Chinese officials and the Qing government did not recognize Aspen's privileges, Aspen announced his resignation and led the fleet back to Britain. After returning to Britain, Langweili continued to serve in the Navy.

In 1877, the Qing government purchased ships from Britain. Kim Denggan, then director of the China Customs Office in London, asked Lang Weili and Lawrence Qing to serve as the stewards (captains) and led the fleet to China.

After the ship arrived in China and handed over to the Qing government, Langweili did not return to the UK immediately, but accepted the dispatch of the British government and led warships in Hong Kong and other places.

In 1878, the Qing government ordered four gunboats in Britain. Jindenggan once again asked Lang Weili to serve as the leader.

In November of the following year, Langweili led four gunboats to Tianjin. After Li Hongzhang and others' acceptance, they were named "Zhenbei", "Zhennan", "Zhendong" and "Zhenxi".

Lang Weili, who completed the mission, returned to the UK again, but this trip to China left a deep impression on Li Hongzhang. Previously, Li Hongzhang had entrusted the ambassador to the UK to find suitable foreign consultants for the Beiyang Navy that was being organized. Lang Weili was highly recommended by Hurd, Jindenggan, and British Admiral Goode.

During Langweili's stay in China, Li Hongzhang reviewed the exercises several times. Seeing Langweili's diligent and skillful work, he asked him to take leave to the British Empire's Navy Department and come to work in China after returning to China.

In 1879, when Li Hongzhang entrusted the ambassador to England, Zeng Jize to visit the British Admiralty to find an advisor, Zeng Jize recommended that Langweili would send a gunship to China recently, and that this person was "honest and peaceful, and could be retained."

The cute president said he was going to Qinhuangdao and was reluctant to leave. He always wanted to play with Concubine Lihuangta again. Moreover, Beijing is still unstable, so he can deal with many things directly, which can improve efficiency.

The most exciting thing for the cute president after traveling through time is actually the final decision.

Two months later, Langweili arrived in Beijing. It was already March and the weather was warming up.

The cute president met him several times, and saw him reviewing the exercises, and was very satisfied. He was hired in person. His monthly salary was 400 Huayuan, which was equivalent to 400 taels of official silver in the Qing Dynasty. It was already a very high income. In the UK, it was also a salary that only lieutenant general-level officers had.

The Meng President appointed Langweili and Albert Jr. and the instructor Xibahe as the deputy general staff of the Chinese army, and also as the deputy general staff of the navy. In this way, the instructor of Big Albert Kirschbach, Albert Jr. and the instructor of Xibahe and Langweili became the highest-ranking foreign instructors in the Chinese army.

On March 3, 1875, President Meng officially announced the establishment of the Beiyang Navy.

The cute CEO does not believe in evil. Although all the waters in China are now under the control of China, the Qing court can no longer develop a navy. He does not need to use an unlucky name in history, but the cute CEO believes that his Beiyang Navy and the Beiyang Navy in the original time and space must have different endings!

The railway from Beijing to Qinhuangdao was completed, and the cute president simply took Princess Katrina Kaifu, Liu Yuqing, and the president's secretariat to live at the Beizhong Base in Qinhuangdao.

It only takes four hours to go by train, plus there are telegrams and radios, so it is very convenient to contact the Beijing government. The cute president doesn't want to stay in Beijing all the time, just to go to the beach to relax.

The Chinese Navy has a total of two medium-sized cruisers, ten light cruisers, twenty frigates, and thirty-three warships, which can rank among the top ten in the world!

The commander of the Chinese Navy was Xuan Daniu, and the deputy general staff was Lang Weili and Albert Jr. and the instructor of Xibahe.

Langweili was hired as the chief instructor of the Beiyang Navy and was responsible for fleet training. He was "very hardworking and respected by the naval officers, and he was called it by both China and foreign countries."

He practiced day and night in the army, "and he was busy and he was still ordered to slap flags and pass orders in the toilet." Because of his strict military management, under his supervision, the Beiyang Navy was serious in his practice. No one dared to ask for leave or make mistakes.

Under the strict requirements and training of Langweili, the Beiyang Navy Army suddenly became purged, which made all countries look at each other with admiration.

The cute president has been living in the Beizhong Guesthouse in Qinhuangdao for a while.

During this period, President Meng wrote the famous book "The Navy of China". He asked the navy to combine the martial spirit of loyalty, courage, obedience and sacrifice as the center with the bourgeois view of national interests, which preys on the weak, to form an aggressive militarist concept.

The Qing naval officers were a typical feudal consciousness of loyalty to the emperor and serving the country. When they were serving, they entered the officialdom, "the only professional enthusiasm was exhausted in the pursuit of personal gain and the greed for comfort.

The faction is complex, and most of the navy are from Fujian. The military discipline is excluded from non-Fujian officers. The most serious thing is the corruption of military discipline. The Beiyang Navy Charter clearly stipulates that officials below the general stay on ships all year round and are not allowed to build yamen and mansions. However, most of the stewards have already built private houses near the base, with wives and concubines, and it is common for prostitution and gambling. This sounds like a joke among the Chinese army. The military discipline of the Chinese navy and the military discipline of the 6th Army are all famously strict. After Langweili came, many British navy thoughts and military disciplines were added, which became even more strict.

From then on, a large number of naval schools were established in the highest naval academy of the Chinese Army in Beizhong, with a complete range of categories and students were selected to study abroad. The Meng President selected overseas students to go abroad, mainly to absorb some advanced ideas of the British Navy and the French Navy, cultivate talents with the local area, and form a two-pronged effect. The Meng President focused on warships and steel, and also paid attention to the quality of the army itself. (To be continued.)
