Although Sino-Soviet relations later deteriorated due to various reasons, the experts were selfless when they were in China and left a deep impression on everyone.

In fact, if we talk about it seriously, the former Soviet Union was still very helpful to China, especially during the preparation of the first five-year plan, the country did not understand what should be done first and then what to do, and how to achieve mutual cooperation between various departments.

Therefore, some of the projects built by the Soviet Union were proposed by us, and some were proposed by the Soviet side. After many negotiations, it was determined. That is, the so-called 156 projects. The actual construction of these 156 projects was 150, of which 146 were constructed during the 155 period.

Among the composition of these 150 construction projects, there are 44 military industrial enterprises, including twelve aviation industry, ten electronic industry, sixteen weapons industry, two aerospace industry, and four shipbuilding industry. There are twenty metallurgical industrial enterprises, including seven steel industry, thirteen non-ferrous metal industry. There are seven chemical industry enterprises, twenty-four mechanical processing enterprises, and fifty-two energy industry enterprises, including twenty-five coal industry and electricity industry, two petroleum industry, and three light industry and pharmaceutical industry.

It is not difficult to see from this composition ratio that the projects built by the Soviet Union mainly helped China to establish a relatively complete basic industrial system and the skeleton of the national defense industrial system, and played a major role in laying the initial foundation of my country's industrialization.

Through the construction of these 150 projects and the construction of supporting projects, my country's industrial layout has rapidly developed.

Most of the industries in old China were concentrated in the coastal areas, and the industries in the mainland were mainly concentrated in a few big cities. There was almost no decent industry in the mainland. The projects built during the 1950s, especially those built by the Soviet Union, were mainly distributed in the Northeast, the central and western regions. Forty-four national defense enterprises were arranged in 35 in the central and western regions, of which twenty-one were arranged in Sichuan and Shaanxi provinces.

This arrangement changed the unreasonable industrial layout in China and played a very critical role in later development. For example, the mechanical processing industry must be placed near the raw material production base, Changchun Automobile City, Shenyang Aircraft City, and Fularki Heavy Machinery Processing Base, which were built according to the above requirements.

At that time, the State Construction Committee was responsible for approving the planning and task orders and preliminary settings of large-scale projects. After the founding of New China, China's economy urgently needed to develop, and it was urgent to establish a strong industry, a strong air force, a strong navy, and a modern conventional weapons to strengthen national defense and defend the country from invasion by foreign enemies.

It was at this time that the Soviet government led by Stalin made a decision to aid China's economic construction and national defense construction. In 1950, the Soviet government decided to give preferential loans to our government. Stalin said that the loans of 300 million US dollars will be paid in five years, with an annual interest of 60 million yuan. Of course, the interest rate for loans to Southeast European countries is two cents. Due to war and economic damage, China's interest rate is lighter.

Afterwards, the Soviet government gave China another long-term loan of 500 million rubles, with an annual interest rate of only two cents.

In just five years, the Soviet government was able to mobilize such a large amount of manpower and material resources to help China formulate plans, build projects, supply equipment, impart technology, train talents on behalf of others, provide low-interest loans, and send more than 3,000 experts and consultants to China to help us build, which is inseparable from Stalin's support.

Fan Wubing sat with these Ukrainian experts and naturally talked about the Soviet Union's aid to China. At the end, he couldn't help but say with emotion, "The aid provided by the Soviet government to China was not free of charge, but sincere. Comrade Chen Yun once said that the Soviet Union was a socialist country, and they were sincere to us at that time. For example, the Soviet Union built two machines, one of them and one of us. Many of them quote Russian materials. He expressed his willingness to leave all his knowledge to Panshi Heavy Industry and contribute to the friendship between China and Ukraine.

Then everyone talked about the improvement of refrigerator and air conditioning technology. Fan Wubing put forward his own requirements to the Ukrainian experts attending the meeting and the engineers of Panshi Heavy Industry attending. "Combining Ukrainian technology with Chinese technology will definitely be able to produce excellent products that meet the needs of the Chinese market. I hope that in this regard, experts from both countries can join hands to creatively achieve the overall level of Panshi Heavy Industry."

After the meeting, everyone expressed their intention to complete the product revision within two months, reduce noise, power consumption, and use more brains on the materials to reduce manufacturing costs.

After leaving the expert research institute, Fan Wubing sat in the car and said to Tian Zhenglun, "Your factory has a reward fund. Talents who have made outstanding contributions to the factory's technological development must be rewarded. If the reward limit cannot be determined, you can report to me directly and decide.
